THE READINESS OF LAM PHAYA SUBDISTRICT ADMINISTRATIVE ORGANIZATION, MUEANG DISTRICT, NAKORNPATHOM PROVINCE, TOWARDS THE ENHANCEMENT TO BE THE SUBDISTRICT MUNICIPALITY

Abstract

The objectives of this study were (1) to study the criterias and procedures towards the enhancement of Subdistrict Administrative Organization to be Subdistrict Municipality (2) to explore the readiness of Lam Phaya Subdistrict Administrative Organization towards the enhancement to be Subdistrict Municipality (3) to examine the opinions including the participation of people towards the enhancement of Lam Phaya Subdistrict Administrative Organization to be Subdistrict Municipality. This was a descriptive research. The populations used quantitatively for this research were from two groups. The first group comprised personnel who were questioned via questionnaires before having been computerized analysis. The statistics used in analysis were frequency, percentage, mean, and standard deviation. The second group were the citizens of Lam Phaya subdistrict totalled 8 villages. The samples selected were composed of 381 persons who answered the questionnaires before analysis were carried out with computers and showing with descriptive statistics, which were frequency , percentage, mean, and standard deviation. The key informants supporting qualitative research were 4 persons namely the mayor, deputy mayor, the subdistrict clerk, and one councilor. All were interviewed in an in-dept manner The result showed that 1) the criteria impacted on the enhancement to be Subdistrict Municipality were the number of population, the actual revenue excluding the subsidy of last fiscal year, and the density of population. Regarding the enhancement to be Subdistrict Municipality, Subdistrict Administrative Organization must report and apply the establishment to be Subdistrict Municipality in order to be approved by District and Province. 2) Lam Phaya Subdistrict Administrative Organization had readiness towards the enhancement to be Subdistrict Municipality through all standards : population, revenue collection by Lam Phaya Subdistrict Administrative Organization itself, personnel, including the boundary or location. The overview of the readiness of Lam Phaya Subdistrict Administrative Organization towards the enhancement to be Subdistrict Municipality was at high level in all aspects : planning, budget, materials, equipment and technology, and personnel administration and 3) people in Lam Phaya Subdistrict had readiness towards the participation in the field administration of Lam Phaya Subdistrict Administrative Organization at the middle level.
