THE SUCCESSFUL IMPLEMENTATION OF LOCAL DEVELOPMENT PLAN B.E.2018 - 2022 : A CASE SUTDY OF BAN KRUT SUBDISTRICT MUNICIALITY BANG SAPHAN DISTRICT PRACHUAP KHIRI KHAN PROVINCE

Abstract

The purposes of this study were to ; assess the level of success in implementing the Local Development Plan ( 2018 - 2022) at Ban Krut Subdistrict Municipality, Bang Saphan District, Prachuap Khiri Khan Province ; compare public opinions by local communities on the implementation success of the Local Development Plan (2018 - 2022) at Ban Krut Subdistrict Municipality, Bang Saphan District, Prachuap Khiri Khan Province ; examined problems and offer suggestions to promote the implementation success of the Local Development Plan ( 2018 - 2022) at Ban Krut Subdistrict Municipality, Bang Saphan District, Prachuap Khiri Khan Province. This study employed a quantitative design. The time scope was during the fiscal year of 2019. The sample included 397 locals within 12 communities of Ban Krut Subdistrict Municipality.Data were collected with questionnaires. The data were analyzed with descriptive statistics in frequency, percentage, mean, and standard deviation, as well as with inferential statistics using a one-way ANOVA and a Scheffe's pairwise comparison. Results revealed that ; the implementation success of the Local Development Plan bythe municipality was generally high with a mean of 2. 99 ; the success in implementing the Local Development Plan by the municipality for the 12 communities were statistically different by local communities at the 0. 05 significance level where Ban Don Sai Community was with the highest implementation success when compared with the other 11, and ; the major problems were infrastructure such as inadequate water supply for consumption and economic development, especially the lack of farming supports against product- price decreases, whereas the offered suggestions to promote the implementation success of the Local Development Planwere the municipality should regularly maintain the standards of its water supply system, survey water sources to construct additional municipal water supplies, promote the cultivation of crops that generate income for the locals, and provide the necessary training for local farmers using knowledgeable academic experts to enhancing the understanding of modern agriculture.
