    HUMAN RESOURCE DEVELOPMENT OF SUBDISTRICT ADMINISTRATIVE ORGANIZATIONS IN RATCHABURI PROVINCE

    Abstract
    The objectives were to specify the methods of human resource development of Subdistrict Administrative Organizations in Ratchaburi Province; to explain the relationship between the new public management and human resource development of Subdistrict Administrative Organizations in Ratchaburi Province; and to create the guidelines for human resource development of Subdistrict Administrative Organizations in Ratchaburi Province. This research employed a mixed-methods research design. In the quantitative part, survey questionnaires administered with 350 government officials of Subdistrict Administrative Organizations in Ratchaburi Province. For data analysis, frequency, percentage, mean, standard deviation, and Pearson’s product moment correlation coefficient were calculated by a statistical package program. In the qualitative part, data were obtained by in-depth interviews with five chiefs of the offices of the Subdistrict Administrative Organizations in Ratchaburi Province. The data collection was analyzed by a thematic analysis. Results revealed that the methods of human resource development of the Subdistrict Administrative Organizations in Ratchaburi Province included training, education, and development; the new public management on the process and working method modification and human resource development were positively correlated with statistically significant at .01; and the guidelines for human resource development of Subdistrict Administrative Organizations in Ratchaburi Province included the survey of training needs, the encouragement of the government officials to study both formal and informal educations, field trips, and self-learning on laws related to their responsibilities.
