A MODEL OF DEVELOPMENT FOR CIVIL REGISTRATION ADMINISTRATION OF SAM NGAM SUBDISTRICT MUNICIPALITY LOCAL REGISTRATION OFFICE NAKHON PATHOM PROVINCE

Abstract

The objectives were to describe of the appearance of civil registration administration of Local Registration Office, Sam Ngam Subdistrict Municipality; to analyze the problems and obstacles of official civil registration; and to propose a model for the development of civil registration. Employing qualitative research methodology by a case study, the researcher utilized inductive analysis from documentary research, theoretical concepts, related research, non-participatory observation, and in-depth interviews. Key informants consisted of 26 Sam Ngam Subdistrict Municipality administrators, Civil Service operators, and Public Service Providers, by purposive sampling. Findings revealed that the distinctive appearance civil registration administration derived from administrators planning to develop the capability of personnel by training, improving the service system, and the service areas continuously; significant problems and obstacles in civil registration were the agency having insufficient staffing capacity, inadequate equipment, and disproportionate buildings; and a model of development for civil registration administration showed consistent management based on the theory of Henry Fayo, and new modern technology in service provision, including organizing a onestop-service center.
