This study has the educational objectives to study the form, method and weight
of criteria used for considering the lender of the educational institution, and analyze the
screening model for the poor and opportunity to be considered passing the criteria of
person who is eligible to request for the loans from the Student Loan Fund of such
educational institution. In this regard, the concepts of human capital and credit scoring
in financial institution were used by applying in-depth interview, questionnaire and
application for the loans of the Student Loan Fund as the data collection tools. In
addition, the sample group consisted of 225 advisers and 700 students of Rajamangala
University of Technology Rattanakosin and Rajamangala University of Technology Lanna
with information regarding the submission for the loans of the Student Loan Fund during
2013-2016. Furthermore, factor analysis was applied to find the weight of variables and
determine the credit score in the screening model. According to the results, it was found
that the poverty caused by unexpected events of the family and tended to remain a
long-term problem had more weight than other variables regarding the consideration for
approval of the loans of the Student Loan Fund. With regard to the study of relationship
of the independent variables on academic achievement (grade point average), it was
found that the father’s occupation and parents’ marital status affected the student’s
academic achievement. Therefore, the scoring for the screening of poor students is
generated from two elements, including family and student. In this regard, the
aforementioned concepts should be applied for creating the screening innovation by
using information technology. Also, the screening method and conditions for approval of
the funds or loans of the Student Loan Fund should be improved in order to be under
the same standard throughout the university.
