Relationship between Public Service of Standard and Local Governance of Town Municipalities Administration in Thailand
Abstract
The objectives of the study are; to study standard practices of public service in
town municipality administration; to study the core concept of good governance of local
governance in Thailand; to study the relationship between standard practices of public
service in town municipality administration and local governance in Thailand; and to
create the model of standard practices of public service in town municipality
administration for achieving the local governance in Thailand.
The scope of this study aimed at 142 town municipalities in Thailand. researcher
employed 2 tools for collecting data; questionnaire and literature review. The
Questionnaire was completed by interviewing municipal mayors and clerks, and literature
review was completed by assessing 284 annual reports of municipality. The Research
methodologies were qualitative and quantitative methods. The Qualitative method was
in-depth interviewing in the fields, reviewing official documents, and observing the
administration on standard practices of public service in town municipality administration
and local governance in Thailand. The Quantitative analysis was employed Canonical
Correlation and Path Analysis for testing hypotheses
The result of statistical analysis showed that standard practices of public service
in town municipality administration had a strong relationship with the achievement of
local governance. This service standard particularly related with infrastructure, supported
quality of life, and supported art, culture, and travel activity. Also, the service standard
related in 3 core concept of local governance to reduced operational process, improve
mission of municipality, and evaluate the operation.
From these results, the model of town municipality administration could be
created for local governance. Path analysis was employed to develop the model, which
created new knowledge and the solution for stimulating the role of administration in local
governance based on the standard of infrastructure and quality of life supported. The
result of this standard administration could lead to the satisfaction of people in local
areas. The satisfaction was an important part for town municipality administration to
affectively achieve those 3 core concepts.
