QUALITY OF WORK PERMITS SERVICING UNDER SECTION 9 FOR COMBODIAN, LAOS AND MYANMAR’S ALIENATE WORKERS OF PRACHUAP KHIRI KHAN PROVINCIAL EMPLOYMENT OFFICE
Abstract
The purposes of this research were to study the quality of work permits servicing;
compare the opinions of service receivers on quality of work permits servicing classified
by types of business; examine the process of work permits servicing; and study the
problems and recommend the guidance for improving the quality of work permits
servicing.
This research adopted quantitative and qualitative approach. Population consisted
of 350 business representatives from agricultural and livestock, marine fisheries and
continuance agriculture businesses in Prachuap Khiri Khan Province, who applied for
work permit of their workers; and the officials working in PrachuapKhiri Khan Provincial
Employment Office. Samples were 187 business representatives obtained via Yamane
formula, proportion and simple random sampling were applied; and 4 officials responsible
for work permit service, with the application of purposive sampling. Instrument used
were questionnaires, observations and semi-structured interview. Statistical tools employed
were frequency, percentage, mean, standard deviation, One-way ANOVA, LSD, and
content analysis.
The research findings were quality of the work permits servicing in the overall
view, was at a high level, with the highest mean on equality of service; when compared
the opinions on quality of services, differences were found among opinions of samples
on equality, punctuality, sufficiency, and progress aspects at 0.05 level of statistical
significance; the process of work permits servicing under section 9, had 5 steps; and
major process problems were complexity in data recording and inefficient database
system, the improvement recommended were ; database system should be improved
so as to provide more updated information, also, modern office equipment should be
installed to foster the efficiency of service delivery.
