APPROACH TO INCRESE THE EFFECTIVENESS OF LOCAL GOVERNMENT IN THE OPERATION OF CASH ALLOWANCE PROJECT FOR THE ELDERLY: A CASE STUDY OF SUPHANBURI PROVINCE

Abstract

The purposes of this research were to study the opinions about the factors affecting the operation of cash allowance project for the elderly; the effectiveness in the operation of cash allowance project for the elderly; to study the factors affecting the operation of cash allowance project for the elderly; and to guidelines for increasing the effectiveness in the operation of cash allowance project for the elderly. This research employed mixed methods. The quantitative research method, researcher has gathered all questionnaires from 126 community development officers. The statistics used in data analysis were frequency, percentage, mean, standard deviation and multiple regression. The qualitative research collecting data by in-depth interviews with 10 chief administrator of the local government and 10 elderly and then data analyzed with content analysis. The results revealed that the community development officers have opinions that the structure of local government, the operation of the project responsible person, management policy and the environment in the local government were at the highest level; the local government had paid cash allowance for elderly causing better life quality; the structure of local government, the operation of the project responsible person, and the environment in the local government affecting the effectiveness of the local government in the operation of cash allowance project for the elderly; and the guidelines for increasing the effectiveness of the local government in the operation of cash allowance project for the elderly considering the public relations updates date and time of cash allowance for elderly clearly and thoroughly and adjusting the allowance for the elderly to 1,000 baht is equal to everyone.
