DEVELOPMENT OF PUBLIC SERVICES OF SAM NGAM SUB-DISTRICT MUNICIPALITY, DON TUM DISTRICT, NAKHON PATHOM PROVINCE
Abstract
The objectives were to; classify missions in public services of Sam Ngam Subdistrict
Municipality; identify public service problems at that sub-district municipality;
and construct a guideline for improving the public services at that sub-district
municipality.
This study was conducted by a qualitative research approach. Data were
collected by in-depth interviews and non-participant observations. The data were
obtained from 18 operation staff and the general public as clients and analyzed by a
thematic analysis.
Findings showed that; the public services of the sub-district municipality had
strategies on developing public services to meet the locals’ needs by dividing the
service missions into four domains, including service provision procedures, service staff
allocation, physical facilities, and service quality; the public service problems included
too many service steps, staff’s lack of service mindset, insufficient service spaces, and
failure to meet the clients’ expectation; and a suggested guideline for improving public
services consisted of four aspects which were; developing an application to reduce the
service steps; cultivating a service mindset on the staff; increasing the budget on
providing sufficient service spaces; and communicating with the clients for a mutual
understanding on categories and scopes of the given services.
