A MODEL OF THE IMPLEMENTATION OF THAILAND 4.0 POLICY IN A SCHOOL
Abstract
The objectives were to; analyze the factors of the implementation of the Thailand 4.0
policy on the ability to use technology in Phanthainorasinghwittaya School; assess the effectiveness
of the implementation of the Thailand 4.0 policy on the ability to use technology in the school;
and synthesize a model of the implementation of the Thailand 4.0 policy on the ability to use
technology in that school.
This study employed a mixed-method approach combining both qualitative and
quantitative methods. In the qualitative part, the data were collected through in-depth interviews
and non-participant observations. The key informants consisted of a school director and teachers,
totaling nine persons. The data were analyzed by a thematic analysis. In the quantitative part, the
data were collected by a questionnaire. The samples consisted of 241 students in all levels of
the school. The statistics used in analysis consisted of frequency, percentage, and mean.
Results revealed that; the implementation of the Thailand 4.0 policy on the ability to use
technology consisted of four factors, namely; organizational structure, personnel, place for
technology service, and technology materials; the effectiveness was at a level of success; a model
of policy implementation consisted of four elements, namely; an organizational structure with
planning and coordination supporting student development, adequate personnel possessing skills
in improving learners’ competencies, adequate and standardized technology facilities, and
sufficient technological materials.
