CIVIC PARTICIPATION OF SMEs IN COMPLIANCE WITH ENVIRONMENT LAWs CASE STUDY SAMUT SAKHON PROVINCE
Abstract
The purposes of this research were to study the current civic participation of citizens
in Samut Sakhon Province; to study the nature of environment law compliance of SMEs in
Samut Sakhon Province; to study the relationship between civic participation and compliance
with environment law of SMEs in Samut Sakhon Province and to explore the civic participation
model in compliance with environment law in accordance with the context of Samut Sakhon
Province.
The mixed method research was used. The quantitative research was used for
collecting data from questionnaires 400 SMEs and people in Samut Sakhon Province and
qualitative research methods by interviewing government experts, academics, entrepreneurs
and group discussion of SMEs. The statistics used for data analysis were percentage, mean,
standard deviation, Factor Analysis and Correlative Analysis.
Major research findings were at present, civic participation in Samut Sakhon is
moderate due to rapid industrial expansion. And most of population work in the industrial
rarely have the opportunity to participate in public activity. And The compliance with
environment laws of SMEs in Samut Sakhon has been found to have pollution caused mainly
by violation of environment laws. Because law enforcement is ineffective and limitation of
SMEs to comply with envrionment law. The civic participation has high correlation with
environment laws compliance of SMEs. And the particiation process and civic network
influences with environment law complaince of SMEs. The civic engagement influences to
civic behavior but it has no direct influence on the environment law compliance of SMEs
