Development indicators of English instructor’s competency according to the learning in 21st century

The purposes of this research was to develop the English Language instructors’
competency according to the learning method in the 21st century, office of the basic education
commission which based on assumptions and empirical data. The samples were 315 teachers
which selected by stratified random sampling. The instruments employed were interview and
questionnaire. The research consisted of 2 stages. The first stage was the creation and check of
performance indicators of English instructors according to the learning method in the 21st
century in each aspect by using Delphi technique which corrected data from the specialists three
rounds and a reliability 0f 0.80 , The second stage was a confirmatory factor analysis of English
Language instructors’ competency according to the learning method in the 21st century which
was check model with empirical data. The first order confirmatory factor analysis of English
Language instructors’ competency according to the learning method in the 21st century after
adjustment found that the English Language instructors’ competency according to the learning
method in the 21st century which was in five aspects, 21 indicators which related to the
empirical data. The factor loading were positive, with values ranging from 0.17 to 0.55 with a
statistical significance level .05 , =178.14 ,df=169 ,p=0.2999, 2/df=1.05, GFI=0.95, AGFI
=0.93,RMSEA=0.013 ,RMR=0.011 ,SRMR=0.036. The results of the secondary order confirmatory
factor analysis of English Language instructors’ competency according to the learning method in
the 21st century after adjustment found that The most important aspect was the cooperation in
the community with the standard factor loading (B) of 0.78, coefficient of determination of 0.61.
The lower aspect was self-development with the standard factor loading (B) of 0.32 and
coefficient of determination of 0.10
