Public Policy for Promotion and Support of Medium and Small Enterprises
Abstract
These researches aimed to study the conditional problems and approaches to
support of the state on 4 issues which were; implementation of policy on supporting the
SMEs; implementation mechanisms of Small and Medium Enterprises enhancement;
exploration of the demographic information of the Entrepreneurs; promoting and supporting
the Small and Medium Enterprises enhancement of the government.
This was a qualitative approach the key informant persons were the 21 extraordinary
committee attached to national legislative committee that concerned on approving Small
and Medium Enterprise legislation. The executive of Small and Medium Enterprises
Administration office was the only one key informant person for in-depth interview. Content
analysis and interpretation were applied as analytical means.
The findings were as follows; The policy implementation was lack of unity according
to complication of government agencies that response for the mission; The Small and
Medium Enterprise Administration bureau had limited personnel owing to Regional and
local motivation; The Public could not verify demographic information of the entrepreneurs,
it therefore could not elaborate the business registration and there were large members of
non-business registration entrepreneurs. 4) There was a limited budget for implementation
because of complication of jobs of relevant agencies.
