The objective of this research is to study and develop of the project's&#13;
evaluation system held in Rajamangala University of Technology Rattanakosin in area&#13;
of Online Platform via  smartphones and personal computers. This research aims to&#13;
design the project's evaluation system by using the information system to surway the&#13;
satisfaction of the participants in area of the academic services to the society even&#13;
before and after service.  The samples were the online satisfaction's test from the&#13;
participants of the Cooperative Education Workshop, "Cooperative Education&#13;
Supervisor Program" in amount of 30 people and including from the paper satisfaction's&#13;
test from the participants in amount of 30 people.  &#13;
 The result from the online satisfaction evaluation system test from the project&#13;
that held in Rajamangala University of Technology Rattanakosin showed that the&#13;
average level of system satisfaction equal to 4.53 and standard deviations is 0.87. And&#13;
the general user satisfaction evaluation results has average is 4.43 standard deviations&#13;
equal to 0.83. According to the assessors in both groups can be concluded that the&#13;
online evaluation system makes the samples more comfortable.  Be able to use the&#13;
evaluation system and more convenient and more easy to access. Be able to process&#13;
averages in each categories instantly. And the online project evaluation system that&#13;
had developed can be used appropriately.

The purpose of this research was to study the trends of strategic development of &#13;
Rajamangala University of Technology Rattanakosin in the next decade. The study&#13;
divided the re s e a rc h  into two parts : The first part was contextual study and re s e a r c h&#13;
documents. The second part was to study the possibility of the trends of the strategic&#13;
development by using Futures R e s e a r c h  method with Ethnographic Delphi Futures&#13;
Research technique. &#13;
The research findings show that t h e  t r e n d s  o f  s t r a t e g ic  d e v e l o p m e n t  o f&#13;
Rajamangala University of Technology Rattanakosin for the next 10 years include         &#13;
1 ) policy formulation, goal setting and organizational supervision. The policy formulation&#13;
must take the university’ s context, community and establishment into consideration,&#13;
correspond with the needs of its personnel and connect with related organizations.   &#13;
The policy formulation must involve every stakeholder and must be able to translate&#13;
into goals through various channels to allow everyone to see the same big picture. Also,&#13;
there needs to be a performance evaluation by using a standard supervising and&#13;
monitoring process 2 )  the holistic student development and production. The university&#13;
must produce graduates to be well-rounded and moral having both professional and life&#13;
skills in order to be needed by the labor market. The students must be produced to be&#13;
competitive practitioners equipped with skills in language and innovative technology     &#13;
3) Curriculum development.  The curriculum must be developed by all university&#13;
stakeholders. Also, it should be diverse enough to meet the need of the learners e. g.       &#13;
a course for elders, short certificate career course or an international one. Every curriculum&#13;
must have a clear goal to produce practical graduates 4) Research development and&#13;
creativity. The research should be focused on development for innovation, industry and &#13;
income generation. Also, there should be a focus on creativity because creative work is&#13;
individualized and , therefore, difficult to copy 5) Faculty and staff development. There&#13;
should be a framework and guideline for human resource development both for a short&#13;
term and long term to be connected with the university’ s strategic development plan.&#13;
That is, all personnel must develop themselves to be multi-tasking 6) Establishing&#13;
academic networks consists of university development network, personnel development&#13;
network, student development network, curriculum development network and&#13;
cooperation networks with domestic and international universities.  7 )  Good governance&#13;
requires  effective policy, policy implementation and  being good example for the society,&#13;
The management should employ information technology to achieve maximum&#13;
effectiveness.

This research reports on “ The implemented guidelines of educational&#13;
qualification criteria for excellent operations of Rajamangala University of Technology&#13;
Rattanakosin”  with these objectives ( 1) To study readiness for the implementation of&#13;
educational quality criteria for excellent operation of Rajamangala University of&#13;
Technology Rattanakosin ( 2) To study the operational guidelines according to Thai&#13;
Qualifications Framework for Higher Education for excellent operation of university to&#13;
carry out all criteria used for the implemented guidelines for Rajamangala University&#13;
of Technology Rattanakosin &#13;
 Research tools in this research is conducted from reviewing literatures,&#13;
textbooks, documents for the basic information of Rajamangala University of&#13;
Technology Rattanakosin and other universities with the implementation of&#13;
qualification framework in educational criteria for excellence ( collecting Mahidol&#13;
University as sample)  by interviewing and collecting questionnaires.   The results&#13;
showed that &#13;
1.   The readiness of operations according to the educational quality criteria for&#13;
excellent operation of Rajamangala University of Technology Rattanakosin has found&#13;
that the university operation can be able to respond to the basic requirements of all&#13;
topics.   There are guidelines to lead for implementation process; however, some&#13;
categories or topics are evaluated and adjusted for important process improvements. &#13;
The most readily available category from the opinion survey is the strategic category&#13;
with an average of 3.94 representing 78.80 percent in medium readiness level. &#13;
2.   The implemented guidelines for operation according to educational&#13;
qualification criteria for excellent operation ( collecting Mahidol University as sample)&#13;
has found that each categorized operation was performed using the PDCA cycle &#13;
(Deming Cycle).  Learning at the organization level and creating innovations to improve&#13;
the efficiency and effectiveness of important processes in each category, there will be&#13;
executives who play very important role and use information systems to link various&#13;
data by important operational guidelines.   The university should adopt as a guideline&#13;
like the implementation of policy with the obvious strategy, and periodic monitoring&#13;
of operations by the management level by using information systems to analyze or&#13;
process data and using the PDCA cycle ( Deming Cycle)  to operate, determine the&#13;
operation plan, specify implementation, run assessment and improvement

In this research, the researches study the patterns processing of knowledge management in University. There are a few objectives, which are (1) To study the patterns processing of knowledge management in institutions, university level, (2) To develop a model and to implement the processing of knowledge management in Rajamangala University of Technology Rattanakosin, (3) To assesss the satisfaction of the users towards knowledge management at the Rajamangala University of Technology Rattanakosin.&#13;
The mechanism are used in this research, the researchs has done researched from studies, books, lectures and information in institutions, university level. The results of the model will be applied and developed this patterns processing of knowledge management in terms of programme knowledge management .Also it will be applied critical updates and developed by specialists knowledge management for a trial sample group.Eventually the evaluation of the satisfactory are : -&#13;
          1. The patterns processing of knowledge management in institutions found that the implementation of this processing knowledge management is in accordance with the Officeof Public Sector Knowledge. They consist of several points :-  knowledge creation, knowledge system, knowledge processing and refining, the knowledge accessing, knowledge sharing, and knowledge learning. Overall, the processing of knowledge management in institutions of higher educationis focusing in the same direction.&#13;
          2. The development of the knowledge management in Rajamangala University of Technology Rattanakosin is revealed in programme. It is characterized by the following features, which are :- creating subject knowledge, discussion knowledge management, categorizing knowledge, searching knowledge, and downloading knowledge to apply.&#13;
          3. That the satisfaction in knowledge management is high (mean = 4.09).
