The results of this research found that for each step of annual action plan process of South-East Asia university, the planning staffs have strongly agreed with current conditions in all of each step of annual action plan process including preparation, current conditions and problem analysis, annual action plan For overview of plan process, the planning staffs have strongly agreed with current conditions in overall annual action plan process of South-East Asia university. The suggestion of the annual action plan process of South-East Asia university can be concluded that the problems of annual action plan operation are caused by budgets administrators’ policies and the planning staffs.
